(c). In the case of all deportees from the United States of America more especially those who are thought to have a criminal record" I submit that it is incumbent on the United States of America either to prove that they originally embark- -ed from this Port or to furnish this Government with a notice of their arrival at an earlier date than by the ship on which they actually arrive, for it has been pointed out that such a notice is practically useless since the men will have already disembarked before the notice reaches the Police. When men are refused permission to land in America their port of origin is of course know, and in that case it devolves upon the Captain of the vessel primarily to return them to that port.
